DepEd Memorandum No. 080: Third National Summit on the Rights of the Child in Education

1. The Department of Education (DepEd), through the Child Rights in Education Desk (CREDe) under the Office of the Undersecretary for Legal Affairs (OULA), will conduct the Third National Summit on the Rights of the Child in Educatlon with the theme, Batang May K: Karapatan ng bata sa Edukasyon, Katuwang ang Lahat sa Pagsulong!, on November 25-26, 2021, from 1:00 p.m. to 4:00 p.m., via the Zoom online platform.

2. The Summit is scheduled in November as part of the annual celebration of the National Children's Month, as mandated by Republic Act No. 10661, otherwise known as the National Children's Month Act, to commemorate the adoption of the Convention on the Rights of the Child (CRC) by the United Nations General Assembly on November 20, 1989, instill the significance of the CRC in the Filipino consciousness, and promote children's rights.

3. The DepEd, as duty-bearer recognizing its duty to uphold and continuously strengthen the rights of the child in basic education, issued DepEd Order No. 003, s.202l titled Creation of the Child Protection Unit (CPU) and the Child Rights in Education Desk (CREDe) in the Department of Education on January 15, 2021. The CREDe, using a legal and child rights lens, is mandated to act as the lead unit of DepEd to flesh out and articulate standards and meanings of child rights in basic education, monitor and report on the implementation of the rights of the child in basic education, raise awareness and facilitate building capacity on these rights among duty-bearers and rights-holders, and advocate integration and strengthening of these rights in the mandate and work of the DepEd.

4. The Summit will provide a seminal opportunity to discuss the rights-based education (RBE) framework of DepEd, its newly-created Child Rights in Education Desk and its work, initiatives and efforts of DepEd on child rights, distance and limited face to face education during the COVID-19 pandemic, and opportunities and points for collaboration among stakeholders of child rights in education.

5. The Summit embraces a whole-of-school, whole-of-DepEd, whole-of- government and whole-of-society approach in upholding the rights of the child in education. As the RBE framework emphasizes the whole-of school approach in strengthening child-centered and rights-upholding basic education schools and learning centers, the Summit will highlight the importance of schools/ learning centers and their engagement with the local community in promoting the holistic development of all learners as they lead happy and productive lives while contributing to nation-building.

6. The Summit is an avenue to bring together various stakeholders in education to discuss the multifaceted rights of children and learners not only TO accessible and quality basic education but also their rights IN education such as the rights to participation, protection against violence, rest and play, nondiscrimination, health, among others. Thus, it will be conducted online within the Zoom platform with different officials and personnel from DepEd national and local offices as well as public schools, and representatives from private schools, national govemment agencies, LGUs, civil society, international organizations, the academe, business community, and the media. More importantly, learners themselves and their parents, guardians, and caregivers will also participate. The Summit is an affirmation and reinforcement of the full commitment of DepEd to uphold the rights of the child in education in normal times and during the COVID-19 Pandemic.

7. As provided in DepEd Memorandum No. 075, s. 2O21, the Summit is the culminating activity of the Department for the 2O21 National Children's Month (NCM). The Summit aims to

a. build on the gains of the Second National Summit on the Rights of the Child in Education held in November 2O2O;
b. reinforce the continuing commitment of the Philippine government, including DepEd and its newly created Child Rights in Education Desk, and other stakeholders in upholding rights-based education in normal times and during the COVID-l9 Pandemic;
c. introduce the rights-based education (RBE) framework of DepEd and the Child Rights in Education Desk (CREDe);
d. facilitate discussions and elicit recommendations on upholding RBE in normal times and during the COVID- 19 Pandemic through a whole-of-school, whole-of-DepEd, whole-of-government, and whole-of-societ5z approach; and
e. ensure the participation of children-learners in shaping policies and actions pertaining to RBE in normal times and during the COVID- 19 Pandemic.

8. There will be also a Pre-Summit Conference with Children and Learners on November 19, 2O21, from 1:OO p.m. to 4:00 p.m. to prepare children and learners for their participation in the Summit, educate them on the rights-based education (RBE) framework of DepEd and the newly created Child Rights in Education Desk (CREDe) of the Department, as well as elicit their comments and recommendations on matters affecting their rights and the design of the Summit. The Pre-Summit Conference will highlight the right of children to participation, to have their views heard and taken seriously on matters affecting them, with consideration of their age and maturity as children.

9. The full list of participants is provided in Enclosure No. l. The regional directors (RDs), schools division superintendents (SDSs), and Central Office Directors of Bureaus and Services shall submit their list of participants by accomplishing this Google Form (embedded link) or by entering this link https:/ /tinyurl.com/ThirdNationalsummit. The Google form must be accomplished on or before November 18,2O2l (Thursday). The participants will be provided the links to the Zoom meetings for the Summit once they are registered via Google form. All others are invited to watch the Summit, which will also be livestreamed on the DepEd Philippines Facebook page and other social media pages.

10. The tentative program of the Summit is provided in Enclosure No. 2. Further, an advisory pertaining to the technical aspects of the Summit to guide the participants through the technical aspects of the registration process is provided in Enclosure No. 3.
